MINUTES
January 20, 2021
A. Organizational Matters
I. Call meeting to order – Meeting called to order at 3:00 p.m. by Lisa Daily
II. Attendance – Members: L. Daily, A. Church, K. White, R. Monteverde

III. Review & Approval of December 2020 Minutes – Accepted Minutes.
IV. Review & Approval of Financial Report Dec 2020- tabled to next Meeting to discuss with absent Board Members.
V. Review & Approval of FY 2020 Audit – tabled to next Meeting to discuss with absent Board Members.
B. Property Related Matters
New development/2 Family renovations:
House to Home update:
27 and 43 Johnston: J. Welles updated Board : have permit for 43 Johnston; awaiting permit from City for 27 Johnston Street, starting mobilization process on 27 Johnston St; completion date by September 2021. A. Church states City is interviewing for Building Inspector position but there will be a back log due to position being vacant; put in for starting immediately.
115 and 150 Lander: J. Welles states getting ready to release RFP for Contractors by Monday; then set a deadline for Feb. 15th to review by the Board at the Feburary 17th Board Meeting.
Holy Deliverance: 37 Chambers/Lander St lots update: J. Welles spoke to Surveyor; they said they had the wrong address for the buildings department, so had to resend their documents and then were told that the everything was hold until a new inspector was hired.
Sales of NCLB Development Projects:
104 Washington Street update– J. Welles states nothing new to report now; Purchase and Sale Agreement. Mistral is planning to go back to the land use boards with a new design based on community feedback.
143 Washington Street update – J. Welles states the Purchase and Sale Agreement was executed in the beginning of January.
Habitat for Humanity update: J. Welles states they have title report; scheduling closing any day now.
62 Campbell–J. Welles states that have signed Purchase and Sale Agreement; awaiting title and scheduling closing, since they have no Mortgage won’t be too many delays.
Building Preservation Program/ Other
128 Dubois update– J. Welles: states that staff just did a walk through last Friday and that a new roof has been installed, as well as all the of the other previously reported structural work and lead and asbestos abatement; next step is to make plans for further development or resale. It’s large enough for three to five apartments. 38 Lander – lead abatement and stabilization completed. It’s a single family home.
44 S. Miller update– J. Welles: states the demolition engineer was unresponsive, so we engaged the engineer from 128 Dubois St to draw up the work plan and see if he also thinks it’s possible to save the exterior.
82 Liberty Street WH J. Welles received an update from the owner since the Board had granted an extension due to COVID factors. Owner sent pictures and update on the work he’s been doing; minor details remain. A. Church states to remind him that he should be calling for the intermittent inspections if he needs them. J Welles states she believes he did since he closed up the walls, so might be just waiting on the final one.
New Business: D. Mangaser states that two Interns from Brown will be hired in February to do an interactive map for the properties to share on the website (which has been talked about with M. Fletcher since the inception of the Land Bank) and one intern has intensive GIS and design skills.
R. Monteverde motions to adjourn the meeting, J. Surace seconds the motion. L. Daily accepts a motion to adjourn. All are in favor. Meeting is adjourned at 3:22pm.
