BOARD OF DIRECTORS MEETING 

MINUTES

September 16, 2020

A. Organizational Matters

 

I. Call meeting to order – Meeting called to order at 3:03 p.m. by Lisa Daily

II. Attendance – Members: L. Daily, A. Church, K. White, P. Halayko, D. Potach

Others: C. Feldman (sitting in for D. Chafiezadeh), J. Welles, A. Filosa, E. Talbott (New Project Manager), R. Montaverde.

III. Review & Approval of August 2020 Minutes –Accepted Minutes. 

IV. Review & Approval of Financial Report August 2020 – Accepted Financial Reports. 

 

B. Property Related Matters

 

I.        New development/2 Family renovations: 

1.           House to Home:  J. Welles states putting out RFP & RFQ for a list of qualified contractors. She states we are working on bid package for 27 & 43 Johnston. We have a permit for 43 Johnston St. Jeff Wilkinson working on project manual to be included on that package, which we will release one week from now with an October 30th 2020 deadline. If necessary, board may decide on Contractors at an interim meeting to be called before the Nov. Board Meeting. Staff is reaching out to local contractors, as well as the State’s list of MWBE certified contractors and Newburgh’s list of licensed electricians and plumbers and the RFP will be posted to our website and email list.

2.          150 Lander – Architect started measurement process. Structural engineer going to 115 Lander(some emergency exterior work needed there as well).    

3.          Church of Holy Deliverance : 37 Chambers/Lander St lots – NCLB is working with a surveyor to complete a subdivision of the lots to create 3 parcels on Lander St for development. 

4.         143 Washington Street RFP: The deadline for the RFP was August 31.  J. Welles states that there is one qualified proposal, which will be discussed in Executive Session. 

5.          62 Campbell– RFA deadline August 31st. Have a few applicants, only one is viable, D. Potak motions to extend the Deadline for October 31, 2020, P. Halayko seconds,  all approve.

II.                           Sales NCLB Development Projects:

 

1.           1.  104 Washington Street –executed the Purchase Agreement. They will go before the Land Use Committee as well as IDA; they appeared before Planning Board last night. L. Daily states the Planning Board has assumed role as Lead Agency and they will come back to Workshop more thoroughly. A public hearing for zoning and ARC will also be held.

 

2.          Habitat for Humanity—J. Welles states that M. Arbolino mentioned that 157 M. Miller was one of the most difficult projects that Habitat had taken on due to the structural conditions and advanced deterioration of the building.  However, they continue to make progress with the renovations.  This and the other 4 buildings will be transferred by Dec 31, 2020.

 

III.  Building Preservation Program/Building Preservation/Other

1.           128 Dubois – J. Welles states that she received the work plan and they are hoping to start in October; 197 1st Street, sold to RUPCO and we offered to assist w/some asbestos remediation; 38 Lander Street – land bank staff is getting quotes for remediation

2.          44 S. Miller demolition was approved by SHPO and staff is working on a bid for the work.  It will be a controlled demo to protect the adjoining building. R. Monteverde emphasized that tenants of 46 S. Miller need to be notified when demolition will commence.  J. Welles assured that they would be.

3.          10 Chambers Street--J. Welles recommends that the Planning Committee meet to discuss the 2 lots at 10 Chambers St and 151 Liberty currently being remediated by DEC.  10 Chambers is owned by NCLB and 151 Liberty Street is owned by the City.  A. Church agreed that it makes sense to combine the lots and market them together. The Committee will meet prior to the next NCLB monthly board meeting. 

4.   Artist-in-Vacancy program-- J. Welles states there is a good lineup of artists for our residency program, whose bios are now linked on our website.  We will be a site for Newburgh Open Studios highlighting our Artist in Vacancy Program and past and present artists. NCLB is also participating in the Newburgh Community Photo Project, in which the images of local residents and community leaders have been wheat pasted on several vacant buildings in the city.  

C. Executive Session – L. Daily motions to go into Executive Session: 

R. Montaverde initiates the Motion. A. Church seconds the Motion. All are in favor. The Motion is Approved.
